The bookkeeper is the one with the closer relationship with the client, closer than the tax agent.  The client appreciates your more intimate knowledge of their business and would therefore expect that you would obtain a more accurate and beneficial tax result for them. Obviously when you say no you are turning away work that is far more highly paid than your bookkeeping work.
